Date: 22 Dec 2011. One day b4 that VC summoned me to his office and asked evrything about the security. Told him eveything was in order. Silently I thanked the Malaysian Royal Police. They too were very busy, but so many many policemen came and I do not know who was the boss. IPK KL, Brickfields or just the Pantai dalam Pondok. Nevertheless, they were great.
My 'boys' secured the target 48 hours before the D Day. I didnt had enough sleep for 3 days, was there every night to supervise. If anything were to happen, image of UM would be affected. WORST, the Police told me, they will not interfere. We will face rowdy students all by ourselves.
I plan everthing in silent with my 2 officers, they never grumble. Wahyu was not himself because his younger brother was in hospital, very critical. He passed away the next day, Al Fatehah.
Additional security guards were asked to become plain-clothes security. Every pair of security guards were issued with walkie-talkies. We closed the office, and all office staff were deployed.
PM arrived at 4.45 PM, 15 minutes earlier that his ETA. But we were ready. I felt the clock was ticking very slowly, and at last it was time for PM to leave. What a day!

Security of University Malaya
I am deeply sorry to say that if you are locked up in the office or a building, don't blame the security guard but YOUR SELF. If that guy did not lock the door, you would complain. If he does, you would also complain. Funny that you don't keep the security phone number in your mobile.
On Sunday [20 Nov 2011] at 0745 hours I received a SMS to post 2 security guards at the new HR office which is at 6th floor. By 0800 hours I received a report from my security guards that nobody is in the office, the door is not locked and foods for that floor is already delivered. And so, the not well educated guards assumed everything is fine. I would assume the same if I were a security guard.
My humble opinion; security guards are always treated like monkeys. HR knows we are short of almost 20 guys. More than 40% are old cocks, sick, weak and mentally very negative. Yet when they are cornered by their bosses, or incidents occur, the scape-goat is always the security office.
Anyway, life must go on. I will give my best with whatever I have. Say what you like, I will drill my security guards to serve you all. because I don't work for you, I work for the university.

Tips Pasang CCTV
Semenjak 10 tahun dulu saya tulis artikel ini (sekarang sudah 2019), hampir tidak ada perubahan dgn isu pasang CCTV ini. Spt mana kata seorang ustaz....kamu ikut siapa?...Ikut suka!! Jadinya, masalah di bawah ini masih berterusan. Kecurian, kes buang sampah, curi mempelam, terus berlaku.
1st problem. pembekal hanya mahu jual dan buat untung.
2nd problem. mereka tidak tahu tujuan CCTV dipasang.
3rd problem. mereka tidak tahu teknikal dan spesifikasi CCTV.
4th problem. mereka tidak tahu apa itu keselamatan, ancaman keselamatan, analisa keselamatan, penilaian, matlamat dll, oleh kerana itu, mereka tidak tahu tujuan CCTV dipasang.
5th problem. pegawai yg berurusan mahu buat untung juga [rasuah].
6th problem. tiada khidmat selepas jualan. jika ada, ada banyak lagi perangkapnya di situ! lihat 1st problem.
7th problem. pembekal sub kan kerja kepada kontraktor lain.
8th problem, tiada siapa yg jujur dan ikhlas.
HASILNYA,
CCTV anda sangat sensitif kepada bekalan letrik dan kilat. Mengapa? sebab mereka tidak pasang wayar 'earth' dengan betul.
CCTV anda mudah disabotaj dan jadi mangsa vandalisma. Mengapa? Mereka tidak faham bahawa semua peralatan keselamatan mesti 'selamat'.
Selain itu, selepas CCTV dipasang, tiada siapa yang kisah. Mengapa? Sebab pembekal tidak nasihatkan anda apa nak buat selepas itu.
Paling sedih, tiada siapa tahu untuk 'operate' sistem ini. Mengapa mereka tidak sediakan manual yg mudah difahami oleh orang macam kita.
Kita pun 'buang' pembekal ini. Jika rosak, kita panggil pembekal lain, dia sendiri pun tak tahu apa nak buat sebab pemasangannya haru biru. Mengapa? Sebab tidak ada layout plan. Akhirnya, kita pun pasang semula yg baru. Begitulah seterusnya....
My God....there are so many problems we face if we want the cctv installed.
perbincangan di atas memberi sedikit panduan tentang apa yang perlu diminta dari pembekal atau pemasang cctv. jika mereka tidak mahu, tak perlu guna khidmat mereka. masukkan semua dalam sebutharga. bila sudaha penuhi semua keperluan, baru bayar.
sudut cctv. pertama jangan mengadap matahari atau spot light. kedua, padangannya mesti luas. jika perlu, ada cctv yg mengadap jalan raya.
kongsi beban. jika boleh kongsi dengan jiran sebelah atau kedai sebelah yg mahu pasang cctv, sudut2 yg kita hendak cover dan jirang perlu cover. ini di sebut sebagai mutually supporting.
isu teknikal. jangan terpedaya dengan teknologi terkini. ia sehaluan dgn kos yg tinggi. apa yg kita hendak sebenarnya. pandangan jauh atau dekat. satu kamera mahal boleh lihat pandangan jauh dan dekat dengan jelas. jika pasang dua kamera murah untuk fungsi itu pun boleh juga. harga 2 kamera ini jauh lebih murah.
mahu high resolution atau low resolution. sebenarnya high resolution ini untuk wayang atau persembahan sesuai lah. untuk biasa ini, janji boleh cam muka dan nampak nombor kereta sudah cukup.
kamera murah jika rosak, boleh buang tanpa menyesal. kamera mahal, nak baiki pun dah nak muntah.
nak guna jenis wireless atau berwayar. jika boleh biarlah berwayar. tapi jika tempat ini ada wifi, boleh juga pasang kamera yg ada wifi.
kalau pembekal bagus, mereka akan pasang wireless camera untuk kita lihat sudut2 yg kita cadang dan dia cadang. lihat mana yg lebih sesuai. kemudian baru buat keputusan. pembekal ini mahal sikit, tapi amat berbaloi.
perlu ada sticker CCTV di tempat anda supaya bakal penjenayah rasa takut sikit.
kalau untuk bank atau mesin ATM, rakaman cctv hendaklah minima 3 bulan. sebab bakal penjenayah akan buat tinjauan dalam masa tersebut. masa itu mereka tidak guna topeng atau helmet tutup muka. dapat nombor kereta atau motor pun sudah cukup.
bab rakaman ini ada perkataan 'auto erase'. maknanya selepas tempoh tertentu ia akan terpadam. kalau kita simpan 7 hari rakaman, yg hari kelapan akan terpadam. lagi lama lagi perlu hard disk yg besar.
BUKU LOG. cctv kena periksa selalu oleh individu yg terlatih. pernah ada satu kes, dah periksa semua, tapi lupa nak tekan 'record'.
sistem kita kalau boleh ada IP address. [internet protocol]. dgn itu, kita boleh lihat dari tempat lain. kalau pasang di rumah boleh lihat wayang dari ofis atau outstation. lihat dgn telefon pun boleh.
Gabungan cctv, penggera dan kebakaran. pada hari ini, 'deck' yg disediakan itu boleh menggabung cctv, penggera dan smoke detector serta heat detector. maknanya bila ada penyusupan/pencerobohan, alaram akan bunyi sebab ada motion sensor, cctv akan ON dan rakam. benda ini murah saja. tapi al maklum, pembekal akan hantam kita baik-baik punya!
undang-undang privasi. kalau pasang di pejabat, nyatakan dgn jelas, apa tujuannya supaya pekerja faham. jangan ada salah faham, bos hendak mengendap mereka. jangan pasang di tandas!

CAMPUS SECURITY: HONESTY AMONG SECURITY GUARDS
If you want me to grade my security guards, I surely will raise my hat to security guards of University Malaya, they are the most honest gang of brothers in this country. Thay are responsible to guard assets worth millions of dollars especially after working hours and during public holidays.
University Malaya is the oldest university in Malaysia. Being old; we have many old buildings and few of them are gazetted as historical buldings. UM is also green lungs to Kuala Lumpur. We cannot cut trees. We have to develope upwards and so far 2 high rise buildings are in the map. High rise building need different approach as far security is concern.
Back to my main point, since security consciousnes among citizens of UM is not to be proud of, bad security guards may at any time help other culprit to remove our assets. This does not happen very rampant, and I suppose those loses are work of individuals and not an organised crime group.
I hope this will remain so, and I will train my security guards to report all carelessness immediately. But honestly, I hope academicians and staff will give more emphasis to security too.
