It really depend on who is the terrorist. If it is the US govt or armed forces. Run away for safety. I dont know what is the safety zone of US drone ammo. But I just know each ammo is USD 70,000 only. Maybe 1,000 meter diameter is consider Danger Zone. 500 meter is the killing zone.
But if the terrorist is just one person and is white or even a group of them, and if your weapon is only a baton. Run away for safety with anybody you can assist. Lock the door and put obstacles as move to slow down their movement. Call 999.
Pray.
Let other hero fight the terrorist and earn a medal. After all many US soldiers with Purple Heart are homeless. they regret killing innocent people. Trump and uncle sam don't really care. Its only in the movie.
And mind you all US President are terrorist themselves. They order the killing of innocent people, invaded other countries forcefully or anything against the international law.

This is just another crisis management task that security guards need to handle, administer and manage.
1. Panicky. In one you tube I watched, there was chaos at a football stadium. People were rushing out to safety. As a result many were killed and injured. Why? Panic. What do security guard need to do. Go and park your self in a corner and wait for people to settle down. Because there is nothing you can do. Later on, guide those who are still alive to use safe route to safety.
On a road, there will be massive jam because there is bottle necks. Direct traffic accordingly. If they refuse your help, just stop. Wait for a while and help again. Hopefully this time they will abide. Otherwise, just walk away.
2. Theft. In other situation, certain people take opportunity to break in into shops and to steal. Fine if they steal food stuff. But it is really beyond our imagination if they steal tv sets. Dont be a hero here. Let it be because you are not safe there.
3. Fire. Never allow a person to go inside to get their personal stuff.
4. Video Recording. Use your phone only when it is necessary.
